Dear Allysa Marielle Gutierrez,

Greetings!

Thank you for your request dated Nov 14, 2023 09:36:43 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request
You asked for Planning and Design Guidelines for Startup Incubator/Innovation Center/Tech Startup Campus.

Response to Request
Your FOI request is approved. Kindly see most of the information you requested below:

Depending on the kind of Startup that you are focusing on, there might be multiple government agencies that can possibly assist you in Planning and Designing an Incubator or Innovation Center. If this will be located within an Academic Institution, then it can become a Technology Business Incubator (TBI) which you can learn more about via the Department of Science and Technology (DOST). You may go to their website https://pcieerd.dost.gov.ph/work-with-us/59-technology-business-incubation-program.

You would also need an understanding of how Startups mature and go from point A to point B, this entails mapping their journey and the Department of Trade and Industry - Competitiveness and Innovation Group (DTI-CIG) might be able to help you. You may review this document found on their website that helps understand, assess and prepare Startups for growth, including the right training and incubation programs:
https://innovate.dti.gov.ph/programs/startup-development/
