How can an individual such as myself request for an exemption in importing (buying online) a product that contains cannabis. 

It's a cannabis infused coconut oil for my elderly parents. (From high CBD strains of the hemp plant, have virtually no THC --- not psychoactive, they will not get a person ‘high’.)

It seems like the process is only reserved for companies with PDEA license. And for the compassionate permit with FDA it's only for entities as well like hospitals.
