Thank you for your request dated Mar 08, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for China loans agreements. Your request China loans agreements. Response to your request While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. Your request pertains to loan and infrastructure agreements. Memorandum Circular No. 16, series of 2017, directs all departments to coordinate with the Department of Finance (DOF) on matters pertaining to loans, grants and guarantees. Upon evaluation of your request, bearing in mind that the DOF is the repository of all loan agreements, permission to access the subject loan agreement must, therefore, be obtained from the DOF.
