Hi, I would like to request a copy of the Implementing Rules and Regulations (IRR) of RA No. 11641 as drafted by the Transition Committee of which Undersecretary for Migrant Workers' Affairs Sarah Lou Arriola is a member. This IRR is the one approved by the President through Executive Secretary Salvador Medialdea. Thank you.

While our aim is to provide information whenever possible, in this instance, upon further evaluation of your request, please be advised that internal documents such as Implementing Rules and Regulations pertaining to the conduct of foreign affairs is recognized in international law and in the Inventory of Exceptions to Executive Order No. 2, the Order which operationalized the right to information. Therefore, DFA is constrained by law from issuing copies of the subject documents to the public.
