Good day! I am a student at the University of the Philippines College of Law. I am currently conducting a research on immunities from legal processes granted to International Organizations recognized by the Philippines pursuant to an international convention, treaties, and any legal instrument whatsoever.

I would like to request for a list of International Organizations that the DFA recognize as enjoying immunity from legal processes of Philippine domestic courts, and the legal basis of each immunity, if possible. This would really be helpful in my research.

Dear Mr. Gamboa,

This is with reference to your FOI request dated 03 February 2021. The privileges and immunities granted to the agencies of the United Nations (UN) and their staff are generally covered by the 1946 Convention on the Privileges and Immunities of the United Nations, the 1947 Convention on the Privileges and Immunities of the Specialized Agencies of the UN, and other relevant agreements with the Philippine Government. Other International Organizations and similar agencies may only enjoy privileges and immunities that are specified in their respective headquarters/host country agreements, other bilateral accords with the Philippine Government, and, in some cases, Philippine domestic laws crafted in support of the accession to these international agreements. Notwithstanding the entitlement of privileged parties to immunities under relevant conventions and agreements, it is the duty of all persons to respect the laws and regulations of the Philippines.
