Response to your request

While our aim is to provide information whenever possible, in this instance, upon further evaluation of your request, please be advised that internal documents such as Implementing Rules and Regulations, Foreign Service Circulars pertaining to the conduct of foreign affairs is recognized in international law and in the Inventory of Exceptions to Executive Order No. 2, the Order which operationalized the right to information. Therefore, DFA is constrained by law from issuing copies of the subject documents to the public.

Pursuant to these existing rules and regulations on matters concerning national security, to preserve government relations, the said FSCs cannot be disclosed to the public due to the sensitivity of information contained in it. However, should you wish to conduct research on current Philippine visa policies, please do not hesitate to visit our office at DFA Aseana, Paranaque City. Your right to request a review
