We were able to determine that this particular information is already available online and therefore cannot be counted as a valid FOI request. 

The Philippine Consulate General in Dubai reports to the Philippine Embassy in Abu Dhabi. 

You may look up the Transparency Seal via http://www.abudhabipe.dfa.gov.ph/ and/or https://dfa.gov.ph/transparency-dfa which contains Department Reports of the DFA available for public consumption.
