Hello, I would like to clarify information on whether the following provisions (listed below) of RA 8239 or the Philippine Passport Act of 1996 are applicable to both first-time applications and renewal:

a.) Section 4. Authority to Issue, Deny, Restrict, or Cancel.

b.) Section 7. Types of Passports.

c.) Section 8. Grounds for Denial, Cancellation, or Restrictions.

d.) Section 12. Names and Titles.

e.) Section 15. Loss or Destruction.

Clarifying this because the provisions mainly refer to an "application" and not for an "application and renewal" thereof. Thank you.
