Hi DFA, 

It has come to my attention, that some foreigners living in the Philippines are harrassing and maliciously leading women on (multiple women) on thier visit/s.  

It is to me a violation of the "Moral Torpitude", and in effect is demoralizing multitudes of women. Can these men be blocklisted? If so, what is the process?
