As per advisory by Philippines Embassy ( New Delhi, India) made on June 26 2018 where Point 3 states :

The Commission on Higher Education has not approved nor authorized a 1-year pre-medicine course in India. 

As per the CMO 62 Series of 2016. POLICIES , STANDARDS AND GUIDELINES  (PSGs) FOR TRANSNATIONAL EDUCATION (TNE) PROGRAMS any Philippines HEIs having autonomous and course with  level III or more can offer their program off shore.
Statement on Philippines embassy facebook and website is misleading that the program is not at all allowed to offer in india. Please help in clarification.

While our aim is to provide information whenever possible, in this instance upon further evaluation of your request, please be advised that the information that may be requested under FOI is defined by Section 2 of the FOI Manual as:

“FOI REQUEST. A written request submitted to a government office personally or by email asking for records on any topic. An FOI request can generally be made by any Filipino to any government office.
