Good day.

I would like to request for copies of the following contracts of the Philippine Government with the Chinese government or private entities:
1. Memorandum of Understanding to Facilitate Cooperation on Developing Oil and Gas Resources in the West Philippine Sea; and 
2. Contracts Over the Infrastructure Flagship Projects on Kaliwa Dam and the Chico River Pump Irrigation.

These will be used strictly for academic and thesis purposes.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. Memorandum Circular No. 16, series of 2017, directs all departments to coordinate with the Department of Finance (DOF) on matters pertaining to loans, grants and guarantees.

Upon evaluation of your request, bearing in mind that the DOF is the repository of all loan agreements, permission to access the subject loan agreement must, therefore, be obtained from the DOF and BOC.
