March 28, 2018 Dear Jose Carlos Fernandez, Greetings! Thank you for your request dated Mar 15, 2018 08:07:57 PM under Executive Order No. 2 (s. 2016) on Freedom of Information (FOI) in the Executive Branch. Your request “I’d like to know if the PH entered into any agreements as a condition for it to join ICC. It was noted in several media that other countries like the US are not members of ICC so it seems to imply that it would have been detrimental to the interests of more powerful countries. What did the PH gain/stand to gain by being a member of the ICC? To clarify my question, were there any agreements outside the ICC itself that was offered to PH and was likewise accepted as an exchange for it to join the ICC? (Trade agreements etc.)” Response to your request While our aim is to provide information whenever possible, in this instance upon further evaluation of your request, please be advised that the information that may be requested under FOI is defined by Section II of the FOI Manual as: “any records, documents, papers, reports, letters, contracts, minutes and transcripts of official meetings, maps, books, photographs, data, research materials, films, sound and video recording, magnetic or other tapes, electronic data, computer stored data, any other like or similar data or materials recorded, stored or archived in whatever format, whether offline or online, which are made, received, or kept in or under the control and custody of any government office pursuant to law, executive order, and rules and regulations or in connection with the performance or transaction of official business by any government office.” Thank you.
