Hi! I would like to request the copies of the following documents:

1.Cooperative Arrangement between the BOC, DOF and the General Administration of Customs, and the implementation of the Intergovernmental Agreement Regarding Cooperation and Mutual Assistance in Customs Matters;

2.Implementation Contract on Project of China-Aid Container Inspection Equipment between the BOC and Ministry of Commerce; and

3. Exchange of Notes on Cooperation Procedure for the Availment and Utilization of Concessional Loan under a Renminbi-denominated Loan Facility between the DOF and CIDCA

You asked for Agreements signed during Duterte’s visit in China on August 29.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. Your request pertains to BOC and DOF loan agreements. Memorandum Circular No. 16, series of 2017, directs all departments to coordinate with the Department of Finance (DOF) on matters pertaining to loans, grants and guarantees.

Upon evaluation of your request, bearing in mind that the DOF is the repository of all loan agreements, permission to access the subject loan agreement must, therefore, be obtained from the DOF and BOC.

Your right to request a review
