I am Matthew G. Marquez, studying Master's in Migration Studies at Universitat Pompeu Fabra-Barcelona. I am humbly requesting your good office for copies of any memorandums, foreign service circulars or press releases regarding the DFA-issued Affidavit of Support and Guarantee, especially at the Philippine Diplomatic Missions at UAE. This will be used for my study regarding the Deferred Departure Procedure and its Effects to Cross-Border Mobility in the Philippines.

Dear DFA FOI,

Good day!

I am humbly requesting your good office for copies of any memorandums, foreign service circulars or press releases regarding the DFA-issued Affidavit of Support and Guarantee, especially at the Philippine Diplomatic Missions at UAE. This will be used for my study regarding the Deferred Departure Procedure and its Effects to Cross-Border Mobility in the Philippines. The study is for my master’s thesis regarding the deferred departure process and how strict emigration procedures have an effect to cross-border mobility in the Philippines. One of the hypotheses is that strict emigration procedures have an effect in Filipino travelers seeking third-party services to procure documents that are part of the DOJ-IACAT guidelines to be able to cross the border. It is known that the Philippine Diplomatic missions at the UAE has raised the minimum salary range for a Filipino sponsor to be issued an official Affidavit of Support and Guarantee from Philippine Diplomatic missions in the UAE. As this is an integral part of the documents needed for Filipino passengers who were referred for secondary inspection at the Philippine border exit points the undersigned would like to get a hold of this memorandum or foreign service circular, if there is such a thing, for research purposes. To understand the basis of raising the price for the AOSGs and its effect to Filipinos crossing the Philippine outbound border.
