While our aim is to provide information whenever possible, in this case this Office does not have the information you have requested. The DND, through the Office of Civil Defense serves as the implementing arm of the National Disaster Risk Reduction and Management Council. Unfortunately, the said office does not have a public library. 

However, you may wish to contact the Office of the Civil Defense at (02) 8911-5061, through email at drrmdsd@ocd.gov.ph, or resubmit your specific request addressed to the correct agency on the eFOI portal at https://www.foi.gov.ph/requests?agency=OCD.
