September 6, 2019 Dear Maria Paula, Greetings! Thank you for your request dated August 28, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Rules/Guidelines on Evaluation of Former Rebels under the TFBL Response to your request Please be informed that our aim is to provide information whenever possible. However, in this instance, we are unable to provide the information you have requested because of the exception under Section 2 of the List of Exceptions to Executive Order No. 2 s. 2016 applies to the said guidelines. Currently, the Task Force Balik-Loob is finalizing the guidelines on the evaluation of Former Rebels (FRs). In particular, access cannot be granted since the issuance of initial or draft guidelines is covered by the “security” provision wherein disclosure is prohibited. But once the guidelines are finalized, we will notify you through email. For further assistance you may review the FAQ section of the eFOI site: https://www.foi.gov.ph/help. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Undersecretary of National Defense who heads the Central Appeals and Review Committee. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
