Greetings,
Base on my understanding on Department of Energy Circular  "DOE DC 2020-04--0008", The ER 1-94 funds can be used as a form of cash assistance during this time. But our barangay Ilijan, Batangas City officials are insisting that cash assistance is NEVER possible. In this time of crisis COVID19, cash assistance is most needed. Our barangay received an ER 1-94 last March amounting to more than 28 million. May I ask your office to get some clarification about this as a part of our rights to know under the freedom of information Bill.

Response to Request

Your FOI request is approved.

Clarification on Section 5.1.2 of the DC2020-04-0008, the subsidies on non-food items to augment the existing subsidy programs of the national and local government pertain to possible income generating activities that may be organized by the local government units (LGUs) utilizing the ER1-94 Funds.  Direct cash subsidy is highly discouraged to avoid possible audit disallowance later.
