Republic Act (RA) No. 9513 otherwise known as the Renewable Energy Act of 2008 An Act Promoting the Development, Utilization, and Commercialization of Renewable Energy Resources and for other purposes. 

Further, Department Circular No. DC2009-05-008 shall be known as the “Implementing Rules and Regulations (IRR) of Republic Act No. 9513.” 

You can download studies made and current projects/activities on the carbonization of biomass from the website of the Department of Science and Technology – Science and Technology Information Network of the Philippines (DOST-ScINET) and the Philippine Rice Research Institute (PHILRICE) through scent.dost.gov.ph and philrice.gov.ph, respectively.
