Information on items 1-3 is available at the DOE website thru this link: https://www.doe.gov.ph/list-existing-power-plants
Please note however that we do not have a database on the contracting details of distribution utilities including contracted capacities. You may consult the National Electrification Administration for information on the Electric Cooperatives.

Although, I am hoping for data on power plants that are currently in development --- being built (in construction phase) or are being planned.
