Dear Mr. Ordono,

Greetings!

Please refer to the FOI request with tracking number DOE-939265863296 as it has already been answered in your previous request. However, we would like to reiterate our response to your request.

The development of Waste-to-Energy (WTE) projects is governed by DOE Department Circular (DC) No. DC2019-10-0013 or the “Omnibus Guidelines Governing the Award and Administration of Renewable Energy Contracts and the Registration of Renewable Energy Developer”, which provides the application requirements and process for registration of RE projects including WTE under the RA No. 9513. Pursuant to the said DC, an Environmental Technology Verification (ETV) is not a prerequisite/requirement to secure a Biomass Energy Operating Contract (BEOC) and/or Certificate of Registration.

Nevertheless, should the RE Developer still opts to obtain an ETV from the Department of Science and Technology (DOST) prior to BEOC Application, such verification may serve as supplementary information for the full-blown Feasibility Study.

For more information, said DOE circular and other RE related issuances, including the template for letter of intent, application process flow, and checklist of requirements, among others, can be accessed from the DOE website (https://www.doe.gov.ph/laws-and-issuances/department-circular-no-dc2019-10-0013).
