Dear Sir/Madam,
I would like to request the information on the following:

1.  Our Barangay (Brgy. Ilijan, Batangas City) recieved the Er - 194 funds last year and base on DOE circular "DC2020 - 04 0008" this can be used for covid19 response. As a barangay, is it allowed to use this funds for Covid 19 Vaccines? What are the priorites on this budget? especially when it is  amounting to millions of peso?

Greetings!

Thank you for your request dated Jan 09, 2021 09:03:35 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Inquiry about ER 1-94.

Response to Request

Brgy Ilijan, Batangas City may consider utilizing the available ER 1-94 Funds  for  procurement vaccine as this will help eradicate the transmission of the virus and help mitigate the effects of COVID19 in the host community. 

The LGU may utilize the ER1-94 funds for the procurement of COVID-19 vaccines, with full documentation and justification, in accordance with the government accounting and audit procedures.

As for your inquiry on the prioritization of utilization of fund, DC2018-08-0021 provided all discretion to the host beneficiaries/LGU for the allocation and approval of project to  be funded ER 1-94 under its annual work program. DC2020-04-0008 on the other hand provides guidelines on the to what tangible projects can the Host LGUs utilize the said fund to combat the COVID 19 pandemic.

Hope this provided the clarifications regarding your concerns.
