<Please provide the requestor the detailed reason for this exception hereThe DOE is not a party in the PSA between PALECO and IPP and the DOE does not own the document. As such, the DOE cannot provide the said agreement to Mr. Virgo. But as a member-consumer, Mr. Virgo can directly request from PALECO copies of their PSA.. You may contact Mr. Ric B.
