I am not happy with the reply I received on my FOI request #DOE-188124435851 in which I requested to clarify the status of Renewable Energy, whether it's a partially nationalized activity i.e. in negative list?

As per the DOE Circular (Nov 2022) and President Marcos the Renewable Energy is already open for 100% foreign investment & ownership. However, DOLE still considers Renewable Energy in Negative List, since the 12th RFINL hasn't been updated. 

Is there any EO to clarify this matter?
If not, by when can we expect the Renewable Energy out of the Negative List, LEGALLY?

Thank you for your reply and your suggestion to contact NEDA/Mr Bien A Ganapin.

However, for your information, before contacting DOE, I had contacted NEDA/Mr. Bien A Ganapin on Nov 8, 2023 (Pls see attachments). On Nov 10, 2023, NEDA replied asking me to contact DOE and ERC. Now, you are bouncing back our case back to NEDA.

How ridiculous!

Both NEDA and DOE are avoiding a genuine query, making a mockery of Freedom of Information and harassing a senior citizen!

If you really think that my query should be answered by NEDA, then at least endorse my query to NEDA officially, so that I can go to their office and follow up with them.

If it's not too much of work, may I request you for an endorsement letter?
