The TRAIN (RA No. 10963) law has been implemented with the provision of exempting purely Electric Vehicles from excise tax. 

Is the DOE the responsible agency in implementing the regulations? BIR's RR 25-2003 also indicates that DOE is responsible for determining such vehicle classification.
If yes, are we looking forward to have these implemented very soon despite the law has been in effect already?
