Please refer to Section 2.8 of DOE Department Circular (DC) No. DC2010-03-0003, which states that "Generating Companies shall seek prior clearance from the DOE regarding any plans for deactivation or mothballing of existing generating units or facilities critical to the reliable operation of the Grid;"
