I would like to request for a copy of Department of Finance's Local Finance Circular (LFC) No. 001.2022, which was issued by Finance Secretary Benjamin Diokno on September 1. 

The circular provides guidelines on the imposition of local business tax (LBT), fees, and charges on service contractors. It should take effect on September 24, 2022 but I can't find the actual circular on the DoF or BLGF websites.
