May I know the VAT exempt threshold on sale of real estate properties pursuant to Section 109(1)(P) of the 1997 Tax Code, as amended from January 1, 2018 (TRAIN) to December 31, 2020? Is it P2.5M or P3,199M?

I hope to know the correct interpretation of the above section as per RR 13-2018. I also want a memo to be distributed to ALL Cebu RDOs including LEGAL as they interpret it wrong. Kindly let me know the correct VAT threshold and when Cebu RDOs will be informed via memo or circulars.
