Each Sunday, the Roman Catholic Church collects donations from parishioners to raise funds and support Church operations.

A People's Initiative contemplated in the 1987 Constitutions would need funds if it were to be organized and pursued within the context and intent of the Constitution.

What then, if any, is required before such People's Initiative can solicit donations legally without being harassed with BIR rules and regulations? Some potential organizers have been dissuaded from undertaking this fund raising simply because some people have also been warning about BIR "complications.
