Good day. 

It seems that the response was already well beyond the said deadline of Dec. 30, 2016.

And also, in case that you are not aware, it was recently used for a plunder complaint that was subsequently denied. This was for reasons that it seems to be a fake document. So the request seems to be moot. To quote:

"In an emailed statement, BSP General Counsel Elmore Capule said the circular was fake because the central bank’s circular No. 49 was dated Sept. 20, 1994, and not Dec. 22, 2014."

However, for the sake of testing the response of your department, could you provide the original  "Treasury Department Circular No. 0049", dated Sept. 20 1994, as according to BSP General Counsel Elmore Capule?
