Thank you for your interest in mental health. We hope to address your request as best as possible. Please refer to the Mental Health Program for an overview of the services we provide and some materials we readily share. Rest assured that the Specialty Care Division looks into these conditions in compliance with RA11036, otherwise known as the Mental Health Act, which encompasses mental, neurological and substance use (MNS) disorders.
This is in response to your eFOI request (#DOH-417887974045) regarding the statistics of PWDs in the Philippines specifically in Region IV-A (CALABARZON) from 2019-2023, by city/municipality, type of disability, age, and gender including issuance of PWD IDs.
The National Council on Disability Affairs website provides an overview of disability in the Philippines. It is important to note that based on the Convention on the Rights of Persons with Disabilities, persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others. Hence, not all diagnosed with mental health conditions are considered disabled.
