Please be advised that with the lifting of COVID-19, there is no more Health Emergency Allowance for 2024. Much better din if you could send this to the Personnel Administration Division to provide an official response.

Your Request

You asked for Department Memo for the release of 2024 Health Emergency Allowance.

Response to Request

Your FOI request is approved. 
      -   - In response to this the process of the grant of HEA is in accordance to the Department of Health (DOH) -Department of Budget and Management (DBM) Joint Administrative Order No. 2023 "Guidelines on the Grant of Health Emergency Allowance to Public and Private Health Care Workers (HCWs) and Non-HCWs During the State of Public Health Emergency Due to COVID-19". As stated in the said guidelines, the Department of Health is responsible for sub-allotting funds to the Centers for Health Development(CHDs), DOH Hospitals, Treatment and Rehabilitations and other attached agencies. Subsequently, the respective CHDs will facilitate the release of funds to the health facilities under their jurisdiction. 

       - Furthermore, the said request is unclear and lacks specific details, as our Office has not yet issued any DM related to the release of HEA for January 2024. To facilitate the concern, better we recommend sending the detailed concern to this email: hcwcovid19benefits@doh.gov.ph.
