Dear JUCELEMARIE GANIBE,

Greetings!

Thank you for your request dated Aug 22, 2023 12:31:49 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Hospital Safety Index of all hospitals in Metro Manila.

Response to Request

Your FOI request is approved.

The Hospital Safety Index (HSI)tool is an assessment tool developed in the year 2016, that is used to determine the level of safety and preparedness of the Hospital in terms of structural, non-structural, emergency and disaster management functions. However, please note that this does not replace an in-depth vulnerability assessment of the hospital rather aids the authorities in determining quick actions and measures that can improve safety and capacity gaps that the hospital needs to respond too. In addition, the safety index results would vary from time to time as the hospitals are mandated to conduct annual assessments to be better prepared for the occurence of emergencies and disasters.

Currently, the data being collected bythe Bureau is only limited to DOH Hospitals and does not include the LGU-owned Hospitals, Private Hospitals, State University Hospitals, among others. Pursuant to the Data Privacy Act and given the sensitivity of data being requested i.e. HSI results of Hospitals in Metro Manila area, s consent in getting these Hospital's HSI result is necessary.

Health Emergency Management Bureau (HEMB)recommends, that in their request the purpose why the data is being collected or where will it be used be disclosed. This is toprotect the hospitals from the future disinformation.

Thank you very much.
