Good day!
We would like to ask when you will release or when will the MOOE fund will be available to DOH Region V for the disbursement of arrears HEA for July 2021- December 2021 and July 2022- December 2022.
President Marcos vowed to release pending emergency allowances and health benefits.
The government has been saying that, so we wonder how they would do it? What is taking them so long?

We have received your request for information regarding the release of Sub-Allotment of MOOE funds for Health Emergency Allowance (HEA), on 17 August 2023.
However, please be informed that we have forwarded your inquiry to another agency, specifically to the Department of Health (DOH).
On the part of the DBM, please be informed that the funds for HEA were already part of the FY 2023 Comprehensively Released Items of the DOH per Annex A of the National Budget Circular No. 590, and the evaluation, validation, and processing of claims for the grant of the HEA to eligible Health Care Workers and Non-Health Care Workers fall within the purview of the DOH. It is deemed that the DOH - Central Office is in the better position to shed light on your concern.

You asked for RELEASE OF SUB-ALLOTMENT OF MOOE FUNDS FOR HEA.
Response to Request
Your FOI request is approved.
The Department of Health has sub-allotting funds to the Bicol Center for Health Development (DOH Regional Office 5) for the grant of the said benefits. The claims for CY 2021 and CY 2022 are being prioritized over the claims for CY 2023.
Concerns regarding the non-payment of HEA shall be submitted to Bicol CHD that has jurisdiction over the concerned health care workers/non health care workers.
