Hi, I am Samuel I. Barcarse, a 5th-year architecture student, and I am currently working on my thesis project entitled: Proposed General Hospital with Cardiovascular care in Naic, Cavite.  I  am requesting a copy of the Planning and Design Guidelines for Specialized Hospital for Cardiovascular. I hope you can help me finish my project by giving me a copy. You asked for Planning and Design Guidelines for Specialized Cardiovascular Hospital.

Response to Request

Your FOI request is approved. 

The Department of Health (DOH) has design guidelines for selected health facilities only, and there is currently no design guidelines specific for heart centers or cardiovascular hospital. In lieu of this, you may refer to the Planning and Design Guidelines for Hospitals and Other Health Facilities as a general reference for cardiovascular care facilities. This guideline is included as Annex B of the Administrative Order 2016-0042 Guidelines in the Application of DOH Permit to Construct and is  accessible at the official website of the Health
Facilities and Services Regulatory Bureau (HFSRB) of the DOH found at the link: https://hfsrb.doh.gov.ph/hospital/

Furthermore, the DOH through the Philippine Health Facility Development Plan (PHFDP) 2020-2040, as the macroplan for establishment of health facilities to
attain Universal Health Care, aims to provide specialty care that is accessible at the regional, sub-national, and national levels. The PHFDP includes the designation of selected DOH hospitals as Specialty Centers for 16 specialties - either as a Basic Comprehensive Center, Advanced Comprehensive Center, or National Specialty Center which includes the establishment of Cardiovascular Centers or Heart Centers across regions.

The Department Order 2021-0001, “Designation of Selected DOH Hospitals as Specialty Centers” serves as the operational document of the PHFDP provides
guidelines for the establishment of specialty centers across regions and their corresponding target year of full implementation. This issuance contains the
Resource Stratified Frameworks (RSF) for specialty care as provided in the Annexes of Department Order No. 2021-0001. The RSF articulates the guidance on the fixed assets and equipment needs per level of
specialty centers. You may access it at
