Hi! 

I would like to inquire the applicability of ARCC on the SLCC under Section 23.4.2.4. in particular with the definition of "without similar experience on the contract to be bid."

Anent with this, is "without similar experience" have parallel definition of "without ANY experience"? Is the bidder/s still be qualified, or otherwise, if the case is non-submission of SLCC (the bidder submitted blank Form 2 with "none" remarks on it) due to without any experience/contract at all?
