- The Department of Health has developmental standards for general hospitals and select health care facilities only. Administrative Order No. 2012-0012 Rules and Regulations Governing New Classification of Hospital and Other Health Facilities articulates the different classifications and service capabilities of health care facilities. Should you find the facility you have in mind under the classifications in the above mentioned document, you can refer to the Administrative Order No. 2016-0042 Guidelines in the Application of DOH Permit to Construct for the minimum licensing requirements of specific health care facilities.
