Below are the responses from Health Facility Development Bureau (HFDB)

The DOH developed the Philippine Health Facility Development Plan (PHFDP) 2020-2040 to serve as the macro plan for the country's health facilities and a guide for national investments including Specialty Centers across regions. The Department Order 2021-0001, which is the operational document for the establishment of specialty centers, details the list of DOH Hospitals designed as Brain and Spine Care Centers per region. Furthermore, the issuance  also include the Resource Stratified Framework for Brain and Spine Care, which describes specialty care services, human resources, equipment and infrastructure requirements at each facility level across the healthcare continuum. Furthermore, the planning and design guidelines, as well as licensing requirements including space and human resource requirements for hospitals and other healthcare facilities are stipulated in Administrative Order No. 2016-0042 Guidelines in the Application of DOH Permit to Construct and its annexes.
