Greetings! I would like to request for a copy of the Implementing Rules and Regulations of Executive Order No. 51 (Milk Code), the one which was issued prior to Administrative Order No. 2006-0012 (Revised IRR). Only the Revised IRR is uploaded on the DOH website. I cannot find a copy of the IRR itself. Thank you.
