Guidelines in Interpreting List of MDRP Products

Requested from DOH by G. Sarno at 11:44 AM on Aug 30, 2023.
Purpose: To appropriately identify and check the implementation of MDRP.
Date of Coverage: 08/30/2023 - 08/30/2023
Tracking no: #DOH-073598602151

Sarno 11:44 AM, Aug 30, 2023

Hi,
I would like to ask for any guideline in interpreting or applying the list of MDRP. There is a confusion on my part in identifying the medicines under MDRP as there are a lot of variant medicines and other factors to be considered. Concerns include but not limited to:

1. E.g "Isosorbide Dinitrate" - If a drug contains only "Isosorbide", is drug not covered by MDRP?
2. E.g "Trandolapril + Verapamil" - If a drug contains only "Trandolapril", is drug not covered by MDRP?
3. E.g "10 mg modified-release tablet" - If a drug does not contain "modified-release", is drug not covered by MDRP?

Dear Grant Emmanuel Sarno,

Greetings!

Thank you for your request dated Aug 30, 2023 11:44:34 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Guidelines in Interpreting List of MDRP Products.

Response to Request

Your FOI request is approved.

The MRP encompasses the imposition of maximum prices at all levels of the supply chain, including, but not limited to, the manufacturer's price, trader's price, distributor's price, wholesaler's price, and retailer's price. It was formerly called the Maximum Drug Retail Price (MDRP).

A Price regulation through MRP on certain drugs and medicines, selected based on the following criteria:
a)	Drugs that address the health priorities of the general public, especially those that account for the leading causes of morbidity and mortality;
b)	Drugs that have high price differentials /arbitrage compared to international prices;
c)	Drugs that have limited competition in terms of lack of generic counterparts or lack of market access to these products; and
d) Drugs where the innovator product is the most expensive yet most prescribed and/or dispensed in the market.

Addressing your specific concerns:
1.	E.g., "Isosorbide Dinitrate" - If a drug contains only "Isosorbide", is the drug not covered by MRP? Yes, the product is not covered by the MRP.
2.	E.g., "Trandolapri1+Verapami1" - If a drug contains only "Trandolapril", is the drug not covered by MRP? Yes, the product is not covered by the MRP.
3.	E.g., "10 mg modified-release tablet" - If a drug does not contain "modified- release", is the drug not covered by MRP? Yes, the product is not covered by the MRP.

Kindly note that the MRP list as outlined in Executive Orders (EOs) 104 and 155, is specific to the generic name, strength, dosage, and form of medicines. We trust that this addresses your query.
