Your request

You asked for Disaggregated data on utilization of sin tax in health budget - per region.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. This is since the Sin Tax incremental revenue earmarked for health is provided by the DOH Office of the Secretary and the PhilHealth budget from the general fund. This means that there is no unique account by which the Sin Tax allocation can be traced, more so regional sin tax allocations and utilization.

The monitoring of the allocation, outputs and utilization of the Sin Tax in the DOH OSEC and Philhealth funds is done at the national level. This data can be found in the DOH Sin Tax Incremental Revenue for Health Annual Report series (CY 2014-2018) and can be accessed following the link: https://www.doh.gov.ph/publications/serials

You were already informed by the staff of the Health Policy Development and Planning Bureau last June 20, 2019 and the same explanation was provided, to which was accepted.
