hello im rica,
my mother was admitted in private hospital in lorma medical center. due to lack of money i want to transfer my mother in public hospital. but the hospital said to me that i need to settle all the bills in the hospital first ,before they grant the transfer of my mother . i have no money to pay my mother hospital bills. what would i do .

Your FOI request is approved. 
       - We have received your request for medical/financial assistance. We would like to inform you that the Malasakit Program Office (former Public Assistance Unit of the Department of Health) no longer provides Guarantee Letter (GL) or Referral Letter (RL). All applications for medical assistance are currently processed at hospitals under the Department of Health (DOH).

In order for your request to be met, we can go directly to the DOH or LGU hospitals that have Malasakit Centers. You can also contact the said facilities by phone or email. Just check the attached file and link below to find out the list of facilities with Malasakit Centers.
