Warmest Greetings! I am Maika Factor, a fifth year B.S. Architecture student currently working on my thesis of A Regional Specialized Hospital for the Heart in CALABARZON
In line with this, I would like to ask your good office to support me in pursuing this study by giving me a copy of the following documents and data:
1) DOH Technical Guidelines for Planning and Designing a Medical Research Facility.
2) Endorsement Certificate: wherein the proponent’s project is willingly supported by your good office, only hypothetically.

Your Request
You asked for Department of Health Data and Document Request.
Response to Request
As per Health Facility Development Bureau (HFDB), please be informed that a Certificate of Appearance can only be requested by clients who have physically appeared in our office. Based on their Customer Feedback Survey for walk-in clients, you have not physically availed of technical assistance from their office.
We regret to inform you that HFDB do not issue an endorsement certificate indicating their approval/support to proposed architectural thesis. HFDB believe that they are in no position to approve/endorse your thesis proposal since this is an academic undertaking and such approval and assessment should be in the purview of your institution.
In lieu of their approval/endorsement, they recommend alignment of your propsals to the Philippine Health Facility Development Plan (PHFDP) 2020-2040, as the macro plan for the development of priority health facilities in the country towards the realization of the provisions in the Universal Health Care Act. The direction of the Department of Health is to establish Specialty Centers by designating exisiting DOH hospitals across the country to be capacitated in specialty care. This strategy would enable the government to maximize its limited resources while ensuring the provision of specialty care services to all.
