Kindly register at the eTravel website at https://etravel.gov.ph/ to generate your eTravel record

Since you were not vaccinated in the Philippines and vaccinated at Saudi Arabia, Unfortunately, the vaccination records may not be accessible by the central database which holds the data of recipients of the COVID-19 vaccine from the Philippines. Kindly request for proof of vaccination (i.e. vaccination card/vaccination certificate) from the country where you received your primary dose series, provided it has all the necessary information (personal details and vaccination details)
