The results of my previous question on rape-kits from the PH General Hospital (#UPM-737033823892) are horrific.

Is P.G.H.'s state an exception or the trend in the PH? Are there any hospitals, clinics, and/or other facilities doing significantly better than this? What industry best-practices can be made more universal across the PH? Are there any recommendations from any facilities on what improvements can be proposed to Congress to address this situation?

Would it be possible to amend the F.O.I.-request?

I just learned from another F.O.I.-request tat PhilHealth doesn't cover such procedures, despite the “Universal Health Care Act” (R.A. 11223). In that case, can I also ask who covers them, then: private health-insurance, P.N.P. or N.B.I., the patient, the healthcare facility, someone else?

My initial data-request involves whether the P.G.H.'s reported problems (limited space to store kits, leading to disposal long before any processing, as well as a severe lack of coordination with & kit-retrieval requests from investigators) are a rarity or more common across healthcare-facilities.

My amendment to my request (if possible) is on who pays for kit-processing. I thought PhilHealth with its “Universal Health Care Act” (R.A. 11223) power-expansion would, but apparently not. In that case, who covers kit-processing: private health-insurance, P.N.P. or N.B.I., the patient, the healthcare facility, someone else?

My initial scope (a status-report on rape kit-management across healthcare facilities, beyond just P.H.G.) is the bare minimum. If possible, my added question (on who pays for kit-processing)'s response would be much appreciated. Does my reply sufficiently clarify the info requested for this F.O.I.-request?
