You requested for the definition of Implementing Rules and Regulations or IRR.


Response to your request

Your request is approved. An implementing rule or regulation is an executive issuance “adopted under legislative authority by a particular department, in harmony with the provisions of the law, and for the sole purpose of carrying into effect its general provisions (The United States vs. Frank Tupasi Molina, G.R. No. L-9878, 24 December 1914).”  


Your right to request a review
