Hello! Thank you for the prompt reply.

However, the request is for DOJ OPINION No. 38, series 2018 (issued September 17, 2018), and NOT DOJ CIRCULAR 38, series 2018 (issued September 11, 2018 per attachment).

As related in the request, the topic of the OPINION requested is on foreign ownership of land. Per the DOJ website, the full title of the OPINION requested is: "Request for guidance in relation to pertinent laws on foreign ownership on freehold and the convertibility of leasehold into freehold to allow ownership of land in the Philippines and whether foreign individuals and foreign businesses are allowed to own land in the country."
