Your request does not fall under Executive Order No. 2, series of 2016 since marriage is a civil matter which is under the jurisdiction of the courts overseen by the Supreme Court (SC). The SC is under the Judiciary while the DOJ is under the Executive branch of government which mainly deals with the prosecution of criminal cases.
