We would like to respectfully request a copy of DOJ Legal Opinion No. 160 Series of 1994. We are currently mapping out the legal framework for local government financing and the said DOJ opinion is of particular interest to our research.

However, I fail to find the attachment in the reply. Likewise, the email sent to me on the successful processing of our request did not have any attachment.
