I am respectfully requesting for the the full text of DOJ Department Circular No. 3 (Compliance with Prescribed Procedures on the Seizure and custody of illegal drugs)

The said circular was cited in the case Romeo Tumabini vs People, G.R. 224495, February 19, 2020.

The Decision did not state the year it was issued but it was issued by the Department of Justice.
