Hi! I would like to request for a copy of DOJ Memorandum Circular No. 22-2001. I was informed that this Circular discusses the effects of Affidavit of Desistance in cases involving moral turpitude like theft, estafa, etc. I would like to confirm if this is correct and incorporate the same in a paper that I am writing. Thank you!
